This happened by accident.
I have no proficiency with bows and moving targets, and didn’t even realize you could shoot down birds until a few days ago, when I shot one for the first time. I was carrying the corpse around, proudly showing off to the soldiers in Solitude since that’s what that character would have done, and accidentally flop the bird onto this guy’s head. It became a very fetching hat.
